While WinDVD Creator is not available for Windows 10, you can use other products. I have found one, but it requires purchasing and it's supported on the latest version of Windows operating system.
WinDVD was first released by Intervideo and it provided means to watch DVDs on your computer. After a period of time, Corel acquired Intervideo and their products and now WinDVD is released as Corel WinDVD. The new version packs new features and it's actually the same product as the original WinDVD.
In order to update your WinDVD product, you need to visit the Corel Patches & Updates web page. Identify your software version and download and install the corresponding packages using the Download button from the right.

WinDVD player will not let me install any updates to it. It keeps saying a fatal error has occurred and that I should try again later. What do I need to do? Another error is that it says the disc is not supported.

If you cannot install updates to the application, download the whole application from its official website and install it. This way you will be able to download an updates directly from the program. Then you can register it using your details.
To download the application, login in the Corel website with your username and password and then you can download the package.
I have WinDVD on my computer. I do presentations and have a movie playing parts. There are only two scenes I want to show. I've bookmarked those two scenes, but when I click on the second one, it goes back to the first bookmark. How do I go between scenes?

It's possible that the file you are playing disables browsing through streams. Instead of using the bookmark, use the chapters on the menu to play directly the scenes from where they are. Most DVD enabled discs allow browsing through scenes directly from the menu. Another reason for the issue is that you can't play the data of choice (you have to go through the whole DVD until you reach the scene). This can be achieved with movie skipping.
